- Harmonized WSH Requirements: The WSH requirements are harmonized across all public sector projects, making it easier for service buyers and suppliers to champion WSH.
- Mature WSH Technology: For projects with a sum of $3 million or more, there is an increased emphasis on the use of mature WSH technology. This includes the implementation of advanced safety measures and the use of innovative tools to ensure the highest level of workplace safety.
- Safety Disqualification Framework: From 1st April 2024, all public construction and construction-related tenders will be subjected to the Safety Disqualification (SDQ) Framework. Tenderers with poor WSH performance will be temporarily disqualified from tendering for public sector projects.
- Enhanced Safety-Related Tender Evaluation Criteria: Government agencies will place greater emphasis on safety-related criteria when evaluating and selecting contractors.
- Conditions of Contract: Standardized safety requirements are to be included in the Conditions of Contract for public sector construction and construction-related project sums above $1 million. These requirements include identifying and implementing WSH training specific to the site’s activities and workers on site, conducting risk assessments, and ensuring compliance to method statements by all subcontractors.
